Are you a collector? If you are and you want to play in tournaments (which are really fun btw) then you should try to get the trainers and supporters staples through trading. If you want to make the deck from the cards you have it would probably be best at a local pokemon league if there is one by you. At league you could test the game and see how you like it before putting money into staples and playable cards. League is also fun because it doesn't matter if you win or lose and you can use proxies or WC cards.
